ECHR approach to child abduction

My little daughter was abducted from Italy to Estonia in march 2012. Both Countries are part of European Union and subject to EU Reg. 2201/2003. The courts in Estonian ordered the returno of the child in Italy 4 times (twice the Estonian Supreme Court). The italian Court odered trhe return as wll. No any contrary decision from any court. The ECHR jumped into the matter and apply an interim measure under articole 39. It is more then 2 months that the situation is frozen ? Is it right ?
