Potential abduction of my step son

My partners ex wife went to court 2 years ago to apply to take his son to live in northern Cyprus and this was declined. We now have reason to believe that she is going to just leave with him without permission. We have this from a conversation her other son age 14 has had with a friend saying that when they go on holiday to Cyprus in two weeks they are moving and he won´t be at the same school next year. What steps can we take they are due to leave in 3 weeks to prevent this happening?

I believe that you can have a port watch placed on the childs passport.
