Japan and the HC

Recent news says that Japanīs government will sign up to the HC sometime next year...
Initially it was supposed to be sometime in 2011 but now itīs been moved again...
Sounds like delaying tactics and it wonīt happen anytime soon. They have kept up this game for 30 years already so why should we be hopeful that it will happen?
AND even if it did happen, what government departments and structures are in place to actually enforce the HC in Japan...?

Would be nice to hear from the Japanese government something more substantial than their age old empty diplomatic chatter that sounds really nice but in reality means nothing but further delay.

Any thoughts on this from anyone?
