Yes they do. All countries that are party to the Hague Convention can & do remove children. This is obviously on a case by case basis.

Anyone experienced Hague with Canada recently??

My child was abducted from California to Canada. I am about to start the Hague application. Is there any better way to bring the child back using the local police and RCMP?

Well good thing about North America is that parental child abduction is a criminal offence. Though in some cases Canadian high commission promote child trafficking. Go through the court as long as you can prove habitual residence you will be fine.
