Abduction? What to do now?

My 9 year old son went to Italy with mom for the first time since our divorce was finalized. The divorce agreement she consented to mandated that she transport Thomas to my home (the one he grew up in, where his dog lives) by the Friday before Fatherīs day (he was to spend most of the summer with me).

The day before she was scheduled to return she notified me of a "Family medical emergency" which seems to have been shoddily fabricated. She refused to put Thomas on his flight.

On Wednesday she emailed me that she had found temporary work in Italy. (Which was a surprise, because she had told me, and the school administration, that she was "working full time" in the USA)

The US has criminal penalties for this kind of stuff, but that does not seem like it will help our son. Her parents speak almost no english. I speak very little Italian.

I have come to discover that this was a premeditated action on momīs part.
